Congress in Recess; President Signs War Supplemental

July 3, 2008 – Before departing for its July 4th recess, Congress approved a $186.5 billion War Supplemental.  The measure includes a total of $10.1 billion for the International Affairs Budget for FY08 and FY09 as well as funding for a number of domestic programs.  The Supplemental was signed by the President on Monday, June 30.

On June 24, the House Appropriations Committee approved its respective 302(b) allocations for all 12 Appropriations Subcommittees.  As expected, the committee approved $38.2 billion for the FY09 International Affairs Budget, which is $1.6 billion less than requested by the Administration, but represents a $3.9 billion or 11.4% increase over enacted FY08 base funding.  The Senate Appropriations Committee also approved $38.2 billion for the International Affairs Budget.
